SCALE-OPS — The Operating Model at the Core

SCALE-OPS is the eight-dimension operating model framework for governing Power Platform at enterprise scale. It connects existing governance activity into a coherent, measurable structure.

At enterprise scale, the success of a platform is determined less by how individual solutions are built — and more by how the platform itself is operated. SCALE-OPS is the operating model framework that governs the platform across eight dimensions.


The Eight Dimensions

Stewardship — Who is responsible, and how do they exercise that responsibility? Containment — How does the organisation protect itself from misuse and unintended risk? Automation — How does the platform use its own capabilities to govern itself? Lifecycle — How do solutions move from idea to retirement with maintained ownership? Enablement — How does the organisation grow a healthy, capable maker community? Operations — How does the platform stay running reliably, and respond when it does not? Performance — How does the organisation measure what matters and demonstrate value? Scalability — How is the platform designed for tomorrow’s scale, not just today’s?

Each dimension maps directly to platform capability. Stewardship to Power Platform Admin Center roles and governance bodies. Containment to Data Loss Prevention policies and Managed Environments. Automation to the Centre of Enablement Starter Kit. Lifecycle to Managed Pipelines and ownership models. Enablement to Microsoft Learn and the Power Up Program. Operations to flow monitoring and Application Insights. Performance to Power BI Tenant Analytics. Scalability to Environment Groups and capacity licensing models.


The Enterprise Gap

Most enterprise estates already have fragments of all eight dimensions in place — some policies here, some monitoring there, some enablement activity somewhere else. SCALE-OPS is not a new set of activities to add. It is the structure that connects what already exists into a coherent operating model.


One Action

Assess the current state across all eight dimensions. For each one, ask: is this ad hoc, defined, managed, or optimised? The dimension at the lowest maturity level — particularly if it is creating active pain — is the right starting point.
