Governance without a capable maker community is a framework with no one to apply it. Enablement is the investment that makes the entire governance model worth building.
Why the Name Matters
Most governance programmes call their central function a Centre of Excellence. The book uses Centre of Enablement deliberately. A Centre of Excellence certifies performance from above. A Centre of Enablement creates the conditions in which makers build well — confidently, safely, and at scale.
That distinction shapes how the function operates. Makers who receive clear guidance, accessible templates, and responsive support do not route around governance. They build within it. When enablement is working, the Centre of Enablement stops being the answer to every question — because the community is.

The Enterprise Gap
The most common enablement gap is a governance programme that invests in policies before it invests in people. Makers who do not understand the standards cannot follow them. When enablement is absent, makers route around governance — not out of intent, but because the path of least resistance leads away from it.
One Action
Build the template library before enforcing the standards. For the most common solution patterns in the organisation, create approved templates that meet governance requirements by default. Makers who start from an approved template are already compliant before they write a single line of logic.
